Make it possible for users with Manager level to see all packages. Instead of just Admins

Right now we need to give full admin rights to certain production staff that shouldn't be able to change Faspex configurations and many other functions.These people need to see all the packages from the Admin/Packages screen, but not more.

Faspex file obfuscation is a global server setting. We have divisions that wants it but for others we can't use it. It should be configurable per Shared Inbox.

Clients can then decide based on needs which division/team can use it, like for Encryption-at-Rest.
