Don't build in a dependency on Jackson libraries for basic MQ functions in the Java API

Since MQ 9.3.3 there has been a dependency on third-party Jackson libraries for mapping between ciphersuites and cipherspecs. This is a basic function of MQ that would be better served by IBM-written code.
