Secure Telemetry channel definitions

Currently anybody who can connect to queue manager can add/delete/modify telemetry channel definitions and start/stop channels. This is a security risk. Telemetry channels need to be protected based on authorizations.

Utility to backup/dump runnscnf configuration

There's currently no utility or program which can be used to dump the runnscnf configuration on NonStop system. It is possible to use the list command to output all the settings to a file, but that output can't then be imported back into the tool....
