Feature Request: Automatic Expiry of Unapproved API/Product Subscriptions

As a system administrator for IBM API Connect, we frequently encounter unapproved API or Product subscriptions that accumulate over time. These subscriptions may arise from unintentional consumer actions or subscriptions to incorrect versions.

While API developers/owners receive email notifications for these pending approvals, they often don't promptly decline or reject them. As platform administrators, we lack the necessary ownership of these APIs or Products to directly intervene in the approval process.

To address this, I propose a feature that enables the automatic declination of subscriptions that remain unapproved for a defined period (e.g., 24 hours or a customizable duration). This proactive approach would maintain a cleaner system by eliminating stale subscriptions and mitigating potential security vulnerabilities associated with the accidental approval of outdated or unauthorized consumer requests.

Furthermore, upon automatic declination, the system should offer the option to send a templated email notification to the subscriber. A suggested template could read: 

"The subscription to API/Product my-test-product:1.0.0 has been automatically declined due to lack of approval within the specified timeframe. Please resubmit your subscription request for the correct API or contact the API owner/developer for further assistance.". 

This feature would significantly improve platform hygiene, reduce administrative overhead, and enhance the overall security posture of IBM API Connect.
