Add Governance Controls to Enforce Presence of Rate-Limit Attributes in API Definitions

Currently, when rate-limit attributes are missing from an API definition, the system treats the API as having unlimited rate limits. This is working as designed. However, this behavior can lead to governance and compliance issues when developers unintentionally (or deliberately) remove rate-limit attributes, bypassing intended traffic control policies.

We request the introduction of governance and enforcement capabilities that allow organizations to ensure rate-limit attributes are always defined where required.
