Governance of ClientID and Secret generation in API Connect Developer Portal/ API Consumers.

The governance of ClientSecret generation is needed to control the number of client secret generated per app. Limit the number of secrets to be maintained. The provider doesn't have idea how many secrets are generated. How many are in use and how many are not in use. 

The creation of client secret in the portal should be controlled by raising a ticket and approval from the API provider. Once API provider approves then the consumer should be able to create / reset client secret. 

Presently in the developer portal we can disable the reset client secret option but there is no way to govern it.
