Provide supported configuration for API Connect Analytics write shard scaling

API Connect Analytics should provide an IBM-supported way to configure or tune the number of active write shards used by Analytics write indices.

This would benefit customers running write-heavy Analytics workloads where ingestion throughput and reliable event persistence are more important than search/read performance.

Today, scaling storage nodes can help with capacity and read distribution, but it does not necessarily increase write parallelism if the active write shard count remains fixed. For high-throughput ingestion scenarios, customers need a supported way to align write shard parallelism with workload size and storage topology.

The feature should allow customers to configure or influence write shard count through supported Analytics CR/UI/operator settings, with IBM guidance for safe values, shard sizing, rollover interaction, and production-safe rollout behavior.
