Support Resumable and Alternative Transfer Methods for API Connect Upgrade Images

When performing IBM API Connect upgrades using apicup, large Ubuntu OVA/upgrade image files must be transferred to subsystem servers. In environments with unstable network connectivity, VPN interruptions, firewall timeouts, or temporary infrastructure issues, the transfer can fail partway through.

Currently, if the upload process is interrupted, administrators often need to restart the entire transfer from the beginning. Since upgrade files can be several gigabytes in size, this results in significant delays, additional network utilization, and extended maintenance windows.
