DevPortal CR: isStandalone cannot be changed post-deployment and no warning is shown when deployed as false without Federated API Management

When DevPortal is deployed with the default isStandalone: false without Federated API Management configured, the Create Application screen is non-functional with no error message or guidance. Furthermore, isStandalone cannot be modified after deployment, leaving users with no recovery path other than full reinstallation.

Requested improvements:

  1. Display a clear error message in the Create Application screen when FAM is not configured

  2. Warn users at deployment time when isStandalone: false is set without FAM present

  3. Support post-deployment modification of isStandalone, or provide a migration path

Business Impact:
Users deploying a single-instance API Connect topology with default settings are silently blocked from application creation in Developer Portal, with no indication of the cause or how to resolve it without full reinstallation.
