API Connect - Support creation and use of non admin accounts for day to day operations

Please enhance API Connect to allow the use of accounts other than "admin" for routine CLI tasks on the Management Appliances and Dev Portals. Adding or deleting accounts should produce auditable log entries. Changing accounts access levels should produce an auditable log entries.
Where the use of a common account cannot be avoided, provide the ability to track who did what and when while logged in as that account.

Forcing the use of a product default admin superuser with no ability to track who logged in with it and forcing unlimited access onto the user is not desirable.
