Ability to place the system under read-only (or maintenance) mode during upgrades

Prior to API Connect product upgrades, we require the ability to automatically place the system under a temporary read-only or maintenance mode via an elevated role within the CMC. This will prevent any changes being made to users, roles, permissions, products, plans, APIs, subscriptions, TLS profiles etc via the API Manager. It will also prevent any API publish commands from being accepted in this mode. From a Developer Portal perspective, no user registrations will be possible nor the creation of or changes to applications or API subscriptions. The API Manager and Developer Portal will only be available in read-only mode and a customisable message will be displayed across the banner in this mode of operation. After the API Connect product upgrade process has completed, the read-only/maintenance mode can be disabled via the CMC.
