Notification when version upgrade is completed

On completion (either successfully or with a failure) of a version upgrade process the system should send a notification message.
Whilst the Knowledge Center shows a way of monitoring upgrade of portal site progress (due to its asynchronous nature) and errors are at least logged, the user is not notified in anyway that after the numerous retries the upgrade was not completed. The whole process seems to take a lot of time to complete so we would like get notification once it either completes successfully or it finally fails.

    API Connect Portal component has made improvements which cover this request. Prior the portal service indicated it was ready when it was still asynchronously updating sites. Since 10.0.5.2 there are additional messages provided indicating the status of the upgrade, how many sites are upgrading, queued etc.
