Multipart Swagger

Tried to create an API with Multipart Swagger, one swagger with API elements and other files containing the definitions. Tried with Manager UI, Designer both do not work. this is as expected. But also tried with apic draft-apis create without success. I'm told it was working in V5

    Multi-Part Files or Code Fragments using the $REF Tag is supported as part of the API Connect local developer tool 'API Designer' that is included with the product entitlement. It is by design that APIs are a single target in the API Manager.

    If you deploy an API to an IBM® API Connect Management server by using the developer toolkit command line, you can use the $ref field in your OpenAPI YAML and JSON API definition files to reference a fragment of OpenAPI code that is defined in a separate file. When API Connect processes the source API definition file, the $ref field is replaced with the contents of the target file.
