Customize defaut error messages of APIC

APIC uses some default error response messages such as for authentication issues but also when a consumer is being throttled. But those error messages do not meet our requirements and therefore we would like to transform them into our message format.

This option was previously possible in the V5 gateway by using a post error extension. But unfortunately, this is not yet supported in the API Gateway.

Via this RFE we would like to urge IBM to support post-error extensions in the API Gateway.
