Customizable password policy for local registry in API Manager

In Government environments, there is a security baseline that all servers and products must comply to in order to be used or be joined on the network.

- Part of this is Password Policies.

In cases where the product is on a separate network (DMZ) and there are no external registry available such as LDAP or OIDC, We will need to rely on the local user registry.

As of the moment, the password policy is not configurable in API Manager.

Example of non-compliant policies

1. Enforce passwords to be made up of at least 12 characters and contain characters from at least two of the following four categories :
I. Upper case (A through Z),
II. Lower case (a through z),
III. Digits (0-9)
IV. Special characters (!, $, #, %, etc.)

2. Enforce password change once every 12 months.
3. Enforce password change upon the first login
4. Prohibit passwords from being the same as the account ID or user ID

We propose to have an option to be able to define password policies for API Manager. Best case is to be the same as DataPower since these components are used together in API Connect. (In Security, we always baseline with the least secure component)
