API Connect v10 Cloud Reserved Instance improvements for IAM user management

For reserved instance API Manager console User Management is controlled at IBM Cloud IAM. As platform administrators we need below features to have seamless user management.

1. Ability to assign Role in IAM at Catalog Level and Space Level. Currently IAM Supports Role Assignments only at Provider Org Level only
2. Ability to Create or Use APIC Custom Role in IAM with more granular permission level customization as in API Manager. Currently Custom Role in IAM supports only predefined “Roles from API Manager” available as Actions.
a. Attachment 1 shows Custom Role in IAM with available Actions. Here only predefined APIC Roles are available as Actions to build Custom Role in IAM
b. Attachment 2 shows granular Permissions available at API Manager for creating Custom Role In APIC
