Allow choice of catalog to integrate with drafts

Currently in API Connect v10, Sandbox catalog is tightly coupled with Drafts for purpose of developing and testing APIs. This coupling requires Sandbox catalog to have pre-defined Local User Registry configured and Test user to be there, it is impossible to delete them. This enforces that Sandbox Catalog is then displayed as alternative authentication method in Developer Portal on login page, where another User Registry should be used instead (i.e.: OIDC user registry).

Using another catalog enforces customer to introduce additional URL rewrite rules in front of API Connect, which in conjunction with other requirements may get complex and be possible cause of issues in operations.

    API Connect does support the ability to Test from Develop(Drafts) to a non-Sandbox Catalog. Clicking the 'Gear" to get into the Preferenecs will let you change the Target Catalog and specify the other required test subscriptions.
