support multipart/form-data in API Connect

We have a high demand to expose an APIs to our partners, which should accept data in file upload. We tried to expose multipart/form-data API, but no parser is available to parse the request and read the file. also there should be a way to scan the file with anitvirus system like ICAB.

    multipart form data, as part of OAI3 is an area outside of the PSD2 subset of OAI3 that we support. At present we are focused on security aspects of the OAI3 spec beyond PSD2 subset for expanding support for the specification. This is an area of possible investment at some point in the future based on demand we see from our client base, which we will monitor over time using the Idea and votes from unique clients. Moving this to future consideration state.
