Show only for APIM configured user registries in APIM UI | Members | Add Member, and not all public user registries

In API Manager UI you can add existing members directly to a p-org (Members | Add Member), instead of inviting the user again.  

But the logic there is confusing. All public user registries are presented there, whether they are configured for APIM usage in CMC (Settings | User registries), or not.  And for APIM usage configured user registries are not shown, if they are not public (like apim-lur by default).

According to related case, this is by design.

Please modify logic, that all for APIM usage configured user registries are shown in the Add Member dropdown, whether they are public, or not. And please do not show user registries that can't be used for APIM, whether they are public, or not.
