Official support for ILMT disconnected scanner mode on API Connect

https://www.ibm.com/docs/en/api-connect/10.0.x?topic=vmware-installing-license-metric-tool documents how to install and setup BigFix agent for automated license reporting. However, we do not have a BigFix installation and would rather avoid having to install a BigFix server and all the infrastructure that goes with it, just to get automated license reporting on API Connect. Therefore in support case TS012099795 we asked whether automated license reporting can be done in "disconnected scanner" mode, without the need for a BigFix server. We were given instructions for this, and those instructions worked. So now we would like this support to become official, meaning it should be included in the API Connect documentation.
