V5 developer portal rule migration to v10 developer portal

In APIC V5, when api keys were modified, there was a custom rule to trigger an email notification. This functinality is deprecated in v10. As per RBI guidelines, we need to show the proof of API keys modifications to the auditors in the form of a log entry or an email notification.

This feature is urgently required to comply with bank regulators.

    IBM API Connect provides a full audit of all change events as part of the Audit Log. This can be enabled via you Cloud Manager. The audit information is sent to a remote target to storage and review. See: https://www.ibm.com/docs/en/api-connect/10.0.8?topic=operations-configuring-audit-settings
