Add support for SUb-Capacity Reporting with tools other than IBM ILMT

With the current implementation as OVA images (virtual appliances), no agent other than ILMT is supported (cf. IBM Support). Customers that have agreed with IBM to use (for instance) Flexera tooling for Sub-Cap Reporting cannot honor their contractual obligations.

In addition, it should be clear as to how the tooling can recognize the API Connect components that require a license.

    IBM standard for reporting on sub-capacity licensing for OVA is is IBM ILMT. This is not a product driven direction and at this time we will not be moving this request forward.
