Closing as IBM has delivered the v10.0.5.6 fixpack.
If after upgrade there is still behavior enhancements please open a new support ticket.
Active monitoring for rollover failures was added in the next fixpack 10.0.5.6 to warn admins about systems close to failure so they can act ASAP. If no action is taken and it falls over then it never attempts to restart without manual intervention.
Existing rollover/retention capabilities does support the remained of the RFE as requested.
