Ability to set SOMA timeout on API Connect management cluster

By default, SOMA timeout is set to 2 minutes in /usr/ironhide/bin/cmc.sh script, which means that if adding a gateway to a gateway service takes more than 2 minutes, gateway is not added and stays in ERRORED status in CMC without any chance to be in use for the API calls.

Having a CLI to provide the ability for customers to change /increase the 2 minutes default value would address the issue.
Today, a new PMR and a screen-sharing session with support is needed each time the management cluster is upgraded because upgrade resets SOMA timeout back to its defaults value.
