Need to send email notifications to multiple email id's/Distribution list of a consumer team when their app nears/exceeds the plan rate limit .

Current State - Only the app creator gets the email notification that the app is nearing/exceeded threshold limit of a plan . Also , we cannot change the template of the email notification that is sent out to the consumer .

Desired - Consuming teams have their team members in a distribution list and all of them need to be notified of the alert . Secondly - the app creator can always move on to pursue a new role outside the organization . Hence requesting for the email to be sent out to multiple email id's / distribution list .
We would also like to be able to customize the email that goes out to the consumer .
