Rate Limit Monthly Plan and Reset to Start 1st Day of the month

Currently our client is engaging their business partners to sign up for the services and getting billed on a monthly basis. To cater for the business requirement, we need to have a feature to trigger the start/reset of the API plan to be set at 1st of each month regardless of whether the API caller made the call request. Currently 10.5.x can only support plan via duration, and from what we tested, the plan starts it counting when the 1st call is being received.
