THe ability to add a property at the space scope, not just the catalog

Customers like spaces in APIC because they can assign a space to a development team and then that team can manage and maintain their APIs with no risk to the APIs in other spaces. 

However, if a team want to use a property for environment level variables, so that the API does not change between environments they are unable to today. The property would need to be configured at the catalog scope which requires a greater set of permissions and allows the risk of a Team making a change that impacts a different team. 

 

This idea is to add the facility of creating a property at the scope level so that it can follow the same RBAC as a space. .
