Ability to control the audience of email notifications in API connect

We would like to have the ability to configure the audience of an email notification in API connect .

For example-->In an Application plan subscription approval request- the request for approval goes out to several people . We would like to configure the audience on this one. We need to route the subscription approval request to only a few folks of a particular role in the space under the catalog where it is staged .
