@Guest The case provides the problems but not the specific requirements and business case justification for Composer. This includes why the existing functionality delivered does not support the client.
Based on details in the support ticket at this point our team does not seen any reason to add Composer to the solution.

Thank you for the idea, for IBM to proceed with the request it does require additional specific requirements and business case justifications. Without additional details this request will be closed within 30 days. What value does Composer bring to Drupal that IBM API Connect does not already provide as described and documented following:
In API Connect we can already managed the Modules via the toolkit or via the UI.

The above documentation cover how these actions can be performed and lists modules we block them from installing as the not compatible with our Developer Site and cause issues.
IBM API Connect DOES NOT support them updating modules that we ship with portal or Drupal core - updates are shipped in our fixpacks, to ensure that any changes made are compatible with our code.
IBM API Connect also DOES NOT support inclusion of any IBM API Connect modules within any custom modules that they create.
IBM API Connect also DOES NOT support directly editing any API Connect themes, modules, included modules, or Drupal core on the file system is not supported.
