Create binding object in ACE when assembly also includes ES.

If an assembly includes both an Integration Runtime as well as Event Streams, there are chances that the integration will require integration with Event Streams, so the assembly should create the required ACE configurations for the Integration Runtime, otherwise that particular Integration can not be part of the same assembly because it is required to have the Event Streams broker available before hand in order to create the required configuration to allow the communication between ACE and ES.
