Improve licence usage reporting of CP4i on OCP to report actual usage not theoretical maximum usage

The current licence reporting is not compatible with creating a micro-service based container architecture that can use overall resources effectively. The current licence operator reports "usage" of components by summing the MaxCPU that each container could use; this is then bounded by the maximum capacity of worker nodes and therefore typically reports (a flat line) usage based on running the most "expensive" (in VPU terms) cloud pak component on all available CPUs at the same time. If the reporting was changed to sum the total ACTUAL use of ACE, MQ and other components (this information is available in the metrics) every 2 minutes say, and take the high-watermark for each container or better still, the high water mark for the sum of all usage then this would give a much better picture of actual usage.
