mustgather - Add --since-time= option to limit collection of older logs

Please add a --since-time= option to mustgather to limit the collection of old (pod) logs.  mustgather takes over an hour to run on our clusters.  If we encounter an error and need to run mustgather before trying to recover (e.g., deleting the affected pod(s)), this represents a significant downtime.  I believe most of the delay with mustgather is collecting log files.  Collecting only the most recent log files could make it run more quickly and reduce downtimes.

IBM's RedHat's Openshift mustgather contains a --since-time= option.

The most recent mustgather was 1.4gb compressed and ~11gb uncompressed.  At least 10gb of that was pod logs.  The largest pod logs seemed to be for namespaces openshift-ovn-kubernetes, openshift-ovn-kubernetes, openshift-cluster-csi-drivers, openshift-vsphere-infra, and openshift-image-registry.
