Increase The Number Of Maximum Log Targets

We currently have 332 app-domains in our QA environment, and 227 PROD app-domains. By default DataPower creates two log-targets per domain. Within the last year, we've also onboarded DPOD, when enabling transactional log messages and WSM, DPOD creates two additional log-targets per domain, making it a total of 4 log-targets per domain. DataPower is hardset to a maximum number of log-targets at 1004, thus we're running out of the number of log-tagerts available per appliance. Which is causing issues with newly created domains, which disables the default log-targets, which blocks DataPower admins from viewing the systems logs. Our only work around is to to then disable the DPOD log targets or remove them to counteract the maximum number of available log-targets.

At this time we have not seem need for additional log targets. This is an extreme number of domains case very far from the typical max. (they were increased when DPOD was introduced to handle that load).
