Add new Log Category that behaves like a default log level in Java

The current Log Target event subscription doesn't behave like most people would expect. The minimum event priority of the the event category "all" overrides all other categories and doesn't behave like the default log level in e.g. Java. This makes it quite cumbersome to fine tune log targets. 

In order to not change the current behaviour I propose to introduce a new log category e.g. "default" that does not override the priority of other configured log categories. In other words, the "default" level would only be used for all log categories that are not configured in the same log target.

    Hi – Thank you for raising this enhancement request and suggestion. Our team has carefully reviewed this idea and has concluded that adding new Log Category that behaves like a default log level in Java could be intrusive to the logging system. It is not something we would expect to change in DataPower, so the idea will be closed. The idea will be kept in IBM's ideas repository and may still be voted on. It might be reassessed or reopened for additional feedback in the future.
