NTP Service should get time from at least three NTP servers and average the time retrieved for better accuracy and resilience.

We have seen that DataPower queries the NTP servers sequentially based on their order in the NTP server list. It starts with the first server and moves down the list if the first server is unavailable or does not respond within the configured timeout period.

However as per best practices NTP service should get time from more than 3 servers for accuracy and resilience. NTP client/Datapower should:

1) Query all configured servers.

2) Select the best time sources based on reliability and consistency.

3) Discard false tickers (servers that disagree significantly with others.

4) Syncs to consensus time (calculating and averaging offset with NTP servers etc)
