Collaboration of authors over their assets

We need a functionality that would allow users to share and manage their assets as a group. 

Currently, when an author adds news cluster and/or new topic, only he can manage them. Other authors need to add the cluster again (even though it is the same one) and add their own topics. It is currently possible to "transfer assets", however this transfers ownership of everything under a new user and at any time, only one user can manage clusters/topics. 

We're looking for a functionality to: 

- define groups/teams of authors that can collaborate over their clusters and topics

- when an author adds a new Kafka cluster, he can allow other authors to add topics from this cluster

- when an author adds new topic, he can allow other authors to either inspect this topic (give read-only access), or to manage it as well (for example when one author is not available, other authors can manage his topics instead - approve subscription requests, revoke accesses, publish new options, etc.)
