Consistent image pushing/pulling mechanism

Dear all,

Some versions of EVS are currently being pushed to IBM public registry as digests while other versions are tagged based.

This creates a huge issue on airgapped environments where registry mapping is used.

Since the registry path is the same, we cannot have digests and tags configured for the same source causing mapping issues and therefore image unavailability.

This is most common in Eventstreams, but we've seen it in other products, for example EDB Postgresql
