Support label-based mapping between registered Event Gateways and Kafka clusters in EEM, so only designated gateways connect to a given cluster

Currently, every Event Gateway registered with an Event Endpoint Management instance receives the configuration for all Kafka clusters defined in that EEM instance, and establishes connections to each of them. There is no mechanism to scope which gateways serve which clusters — registration to the manager implicitly grants connectivity to everything.

We operate multiple gateway groups on the same EEM instance, each serving a distinct network zone and security posture (e.g. an external/partner-facing gateway group, an internal gateway group, and a dedicated partner-integration gateway group). All of them connect to every Kafka cluster defined in EEM, even where a gateway group has no business serving traffic for a given cluster.

Requested change: Provide a way to associate registered Event Gateways (or gateway groups) with specific Kafka clusters — for example via labels/selectors on the cluster definition matched against gateway group attributes, or an explicit cluster-to-gateway-group mapping. Only gateways matching the association would receive that cluster's configuration and establish connections to it, other gateways would neither see the cluster nor connect.
