RBAC for IAM authenticated users in ES UI and CLI Merged

RBAC is available for SCRAM authenticated users in ES UI and CLI. This is very helpful to grant access to only certain objects (like topics) to different project members. In some situations IAM authenticated users are more practical than SCRAM authenticated users, for example if existing LDAP users should be able to use the ES UI or CLI. As of now IAM authenticated users have administrative rights and this cannot be restricted in a granular way. Without support for RBAC for IAM authenticated users can only be used as administrative users, not for other roles, like developers or application support.
