Subscribe button not available for non-logged in users in API Packages/Plan page for webMethods Developer Portal

The consumer when logged in Developer Portal as a registered user and browses through the packages and plans they can see a subscribe button which enables them to create a consumer application for the API added to the plan.

But when a guest user is trying to explore the API and goes through the packages and plans they cannot see a "subscribe" button, meaning a guest user will never be able to know that there is a functionality as subscribe to consume the API.

Expectation is subscribe button should be shown for guest user as well. When they click on subscribe then create application would be available for a registered user once they login.
