Install / update /delete disconnected scanner with ILMT

Today after installed a disconnected scanner onto a client no updates, reconfiguartion, or deletion is possibe without working on the cliens directly or using tools like software distribution, e.g. Ansible, puppet etc.

A new designed disconnected scanner package which implements e.g. a cron job to check for a package update which will be download via REST API and allows update, configuration changes or deletes of the disconnected scanner enviromnet will make ILMT more independent from other toolings.

The cron job for checking foe a package update can be combined with the idea of central scheduling which raise the felxibitity again.

The new package should allow the first implementation either manually or via software distribiution. It also should let the customer the choise if automated installs, updates oder deletes are allowed.
