Notifications for ineligible OS versions

The "To Do List" should display an action required to upgrade the operating system version when operating systems not eligible for sub-capacity licensing are identified. The action should hyperlink to a page listing affected machines as well as a hyperlink here: https://public.dhe.ibm.com/software/passportadvantage/SubCapacity/Eligible_Virtualization_Technology.pdf

A high level explanation should be included that sub-capacity eligibility is typically dropped within 180 days of vendors ending support for an operating system version. This way customers could keep the rule in mind without having to check ILMT all the time for notifications.

Windows Server 2008 R2 is still quite a commonly used operating system, yet after 2 deadline extensions from IBM the sub-capacity eligibility was dropped at the end of Q1 2021. We are now seeing a significant number of customers surprised by this because they deployed ILMT, ILMT gives them sub-capacity benefit on these machines, but they are not eligible for sub-capacity licensing and are counted under full-capacity terms when reviewed. This results in unpleasant discussions during compliance reviews that could have been avoided.
