Allow custom URLs on the MQ Console UI

Over a period of time organizations have built MQ dashboard or information portal. Allowing them to integrate with the UI as reference link will help. This way the MQ COnsole UI is primary but all metadata urls can be a link on the console.

This allows customization.

Example: All queues are prefixed based, but MQ console does not allow metadata to know about a prefix. A new tab called reference which the MQ Admin can add links. Should allow multiple links, follow HTML pattern or a template the team can provide to follow.

The idea is to allow custom page which the customer can add the urls acting as a bookmark/reference. Example, if the queue naming pattern is `<prefix>.<category>.<subcategory>` an inventory of all prefixs are hosted on a webpage. Having a link which provides details about the prefix for users to learn what each prefix means.

Another example, MQ events are collected and analytics displayed as report. That page is hosted externally, having a link per queue manager user can click from the UI and take it to the analytic link as redirect.

Similar, logs for queue manager which are streamed to different target. A link from the console UI for the queue manager can redirect.
