Allow to set comments on eth-interfaces after they have been added to a link aggregation interface

The comments field is editable, but applying the change doesn't have any effect.

If you go down the route of making the comment not editable when the interface is part of a link aggregation interface then I would suggest the following behaviour:

- if a comment is set on the eth interface before its being added to a link aggregation interface, keep it.
- if no comment is set yet, then set an auto-generated one, e.g. "Part of "
