Enhance the AMS messages when recipient problems. To resolve it you need to stop and restart the queue manager.

I got message

CSQ0214E %MQPA CSQ0COPN Message protection  initialization failed, return code 12, reason 0335300E           
CSQ0217E %MQPA CSQ0COPN Failed to process object 'recipient public key certificate in recipient keyring'    

This was due to I had a recipient specified which was not in the queue manger's keyring.  

To resolve this you have to stop the queue manager, enable GSK trace, restart the queue manager, reproduce the problem, look at the GSK trace, stop the queue manager, disable the  GSK trace and restart the queue manager.

It would eliminate the outage if there was an additional message

CSQ0214E %MQPA CSQ0COPN Message protection  initialization failed, return code 12, reason 0335300E           
CSQ0217E %MQPA CSQ0COPN Failed to process object 'recipient public key certificate in recipient keyring'
