Ability to designate a primary node for queue managers in an IBM MQ Native HA cluster Merged

I would like the ability to configure a queue manager to run primarily on a specific node within the three-node Native HA cluster, similar to how RDQM handles primary node assignment.

This capability would provide two key benefits:

First, it would help ensure license compliance by making it clear which nodes are running Advanced (licensed) instances versus replica instances.

Second, it would simplify administration. Rather than logging into all three hosts to determine where a queue manager is currently active, administrators could rely on the configured primary designation to know its expected location at a glance.
