Enable "sticky" function to tie the JMSXGroupID to a single consumer

We know MQ Supports MSXGroupID, but doesnt have option of "sticky" function to
tie the JMSXGroupID to a single consumer.

Active MQ has this, and have noticed many companies that are using IBM MQ need this
