Add dspmqini and setmqini commands to MQ software product

According SR 27733 L6Q 000 dspmqini and setmqini commands are only available in the MQ appliance, even they had been documented as part of MQ v9.0.0.0.

Please add dspmqini and setmqini commands to MQ software product.

This will allow us to add or remove an attribute from the qm.ini file of a specified queue manager via a simple command.

    'setmqini'& 'dspmqini' also available in IBM MQ for HPE NonStop (x86). Waiting on its availability on linux/windows.

    Tool will break qm.ini when adjusting/altering DiagnostigMessages as that stanza can have more than one instance.

    This capability on software MQ would dramatically simplify automated configuration of queue manager behaviour, especially for change of behaviour. At the moment, scripts which try to edit the qm.ini file need to be complex in order to successfully edit without breaking the file if the order is different to that expected, or attributes are either present or missing.

    This feature would improve MQ in a DevOps scenario.
