MQIPT single route for Multi-Instance qmgrs

Modify the routing declaration for MQIPT to allow a single route definition for a multi instance qmgr.

    This RFE request is the perfect solution when deploying MQIPT in a HA environment and will rapidly simplify the required MQIPT configuration with in a MQIPT HA environment.
