The Uniform Cluster technology in MQ already implements something similar to this idea for a number of environments, including (today) JEE JMS Listeners. We would expect future development of "reconnectability" to concentrate on that uniform cluster model. It is not likely that we will prioritise implementation of fallback behaviour outside of the UC approach.
As a result we are declining this Idea.
